Hi.
My name is Robert Hogan.
While I have lived in Canberra since 1986, I grew up in Hobart and graduated from the University of Tasmania (BA Honours 1981).
I worked for 30 years in the Commonwealth Public Service, including 19 years as a Senior Executive, before retiring in 2016.
My service included extensive experience in the three main streams of public service activity – policy, regulation and program administration.
I also worked in major asset sales and research.
I represented Australia in a number of international forums and served as a Director on the Board of ANCAP Australasia Limited for five years as a Commonwealth representative.
Some of the roles I performed in the Commonwealth public service are particularly relevant when examining UTAS’ proposal to relocate its southern campus from Sandy Bay to the Hobart CBD, and redevelop Sandy Bay as a new suburb, for example:
(1) My experience in major asset sales in the Department of Finance (ANL, Avalon Airport, Telstra) and as a Director of ANCAP has given me significant experience, and interest, in corporate governance.
(2) For over five years (2003-2009), I managed the Commonwealth’s land transport infrastructure investment fund within the Department of Infrastructure and Transport. During this time the fund grew from around $1 billion to $3.2 billion a year. I was involved in program and project steering committees in most States and Territories (including Tasmania). I read/assessed many business cases (including benefit-cost analyses) for projects or programs of work ranging in size from hundreds of thousands of dollars to hundreds of millions of dollars, including completion of duplication of the Hume Highway ($2 billion).
(3) From 2009 till 2016, I was Administrator of Vehicle Standards, supervising a national regulatory scheme. I am highly versed in reading and interpreting legislation.
(4) As an Executive in the Commonwealth Public Service, I oversaw responses to numerous Freedom of Information requests.
I am married with three children aged between 24 and 30. My three children attended university in Canberra (the Australian National University and the University of Canberra). While appreciating the flexibility of being able to watch lectures online, all believe that a university should offer face to face lectures and provide a real campus experience.
